Requests the Attorney General to contract with independent researchers to conduct a comprehensive study of Hawaii's drug policies and their social and economic impacts

Study must include analysis of substance abuser demographics, foster care placements, homelessness rates, educational loan denials, employment drug policies, treatment program capacity, and judiciary and law enforcement costs

Requires evaluation of cost-effectiveness of various drug programs over the preceding five years and assessment of how drug policies affect different demographic groups, particularly Native Hawaiians

Attorney General must report findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session

Directs transmission of resolution to state and county officials including the Governor, judiciary leadership, law enforcement, and social services agencies
