Requests the Ka Haka 'Ula O Ke'elikolani College of Hawaiian Language at the University of Hawai'i at Hilo to develop a plan for establishing a Hawaiian language university-within-a-university by August 31, 2011.

Plan must address mission, governance and administration, curriculum and degrees, facilities and technology requirements, financial resources, implementation timeline, and other relevant issues.

Directs the Puko'a Council of the University of Hawai'i System to convene a formal symposium including Hawaiian studies programs and the Hawaiian Language College to develop a response to the plan.

Requires the University of Hawai'i System President and Puko'a Council to submit written responses to the Legislature and Governor regarding the plan no later than twenty days before the 2012 Regular Session.

Emphasizes Hawaiian as an official state language and acknowledges the College's achievements including awarding the first doctorate in Hawaiian language and Indigenous Language and Culture Revitalization in 2010.
