Legislature funded one-half the cost of the 1996 Native Hawaiian vote, which sent over 80,000 ballots worldwide asking whether Native Hawaiians should elect delegates to propose a Native Hawaiian government.

Over 30,000 votes were counted with 73 percent voting in favor, leading to the formation of the Aha Hawai'i O'iwi (Native Hawaiian Convention).

Native Hawaiian Convention is charged with proposing a Native Hawaiian government structure that, if ratified, will form the basis for discussions with State of Hawaii and U.S. governments regarding Native Hawaiian self-governance.

State is requested to provide the Native Hawaiian Convention's delegates and officers with financial and other support needed to complete their work.

Certified copies to be transmitted to the Governor, President of the Senate, Speaker of the House of Representatives, Chairperson of the Board of Trustees of the Office of Hawaiian Affairs, and Chairperson of the Native Hawaiian Convention.
