Requests the State Auditor to conduct a fiscal and compliance audit of the Kaho'olawe Rehabilitation Trust Fund to determine compliance with state laws and grant agreements and proper use of funds.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature and Governor no later than twenty days prior to the convening of the Regular Session of 2012.

Directs the Chairperson of the Board of Land and Natural Resources to convene a working group comprising representatives from Protect Kaho'olawe Ohana, 'Aha Kiole Advisory Committee, Office of Hawaiian Affairs, Maui County, the Board of Land and Natural Resources, and the Senate Committee on Hawaiian Affairs.

Requires the working group to study and evaluate the most appropriate composition of the Kaho'olawe Island Reserve Commission and whether Molokini Island and surrounding submerged lands and waters should be incorporated into the Kaho'olawe Island Reserve.

Directs the working group to report findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012.
