Requests the Department of Business, Economic Development, and Tourism, Department of Labor and Industrial Relations, and Office of Planning to jointly evaluate the Governor's six-year state program and financial plan annually for job creation information, beginning with the 2011 submission.

Requires the agencies' collective review to include evaluation of job creation from capital improvement projects, estimates of job types created, actual jobs created in the preceding year, and projections for jobs and projects beginning within the next twelve months.

Directs the Director of Business, Economic Development, and Tourism to submit an annual report of the agencies' findings, recommendations, and any proposed legislation to the Legislature by December 31 of each year.

Authorizes use of the state program and financial plan data—which includes economic projections, employment rates, industry trends, and wage information—to guide job growth planning in the Executive Branch and Legislature.
