Requests the Department of Land and Natural Resources to convene the Feral Animal Conflict Resolution Working Group to develop statewide comprehensive feral animals management policies.

Working group composed of 29 representatives from state agencies (DLNR, Agriculture, Health, Transportation, Defense), University of Hawaii, federal agencies, and private organizations including humane societies, conservation groups, and industry associations.

Working group must engage facilitators and consultants to review feral animal management programs in other jurisdictions, control methods, historical and cultural issues, costs and benefits, and develop a framework for statewide feral animals management policy.

Working group required to meet at least four times and submit draft findings, recommendations, proposed legislation, and minority reports to the Legislative Reference Bureau by November 1, 2011, for presentation to the 2012 Legislature.

Members serve without compensation; Department of Land and Natural Resources provides administrative and technical support; eradication identified as the least desirable control option.
