Urges the Department of Transportation to continue with the Kamehameha Realignment Project in the vicinity of Laniakea Beach on Oahu's North Shore to alleviate traffic congestion.

Identifies a two-lane section of Kamehameha Highway next to Laniakea Beach as a traffic bottleneck with approximately 2 million tourists using the road annually, causing mile-long backups.

Notes the traffic bottleneck creates safety hazards as visitors park along the road and cross the highway to view the beach and turtle population.

Directs the Department of Transportation to maintain the project as a high priority as it moves through the planning phase (anticipated completion late 2012 or early 2013) and subsequent design phase.

Requires certified copies of the resolution be transmitted to the Director of Transportation, Board of Land and Natural Resources, City and County of Honolulu, Oahu Metropolitan Planning Organization, North Shore Neighborhood Board, and Kamehameha Schools Board of Trustees.
