Urges the Department of Transportation to collaborate with the United States Army, Department of Land and Natural Resources, and State Attorney General to resolve jurisdictional liability issues delaying the Dillingham Airfield modernization project.

Capital improvement project funds have already been appropriated for a new potable water system and related airport improvements at Dillingham Airfield.

Identifies jurisdictional liability issues involving both the United States Army and the Department of Land and Natural Resources as the primary obstacles preventing project commencement.

Requests that the Department of Transportation elevate this project to higher priority status given that funds have been appropriated and resolution of legal issues is needed.

Requires certified copies of the resolution be transmitted to the Director of Transportation, the Chairperson of the Board of Land and Natural Resources, and the Attorney General.
