Urges the Governor to not transfer Hapuna Beach and Mauna Kea State Recreation Areas from the State of Hawaii to the County of Hawaii.

Notes that the Department of Land and Natural Resources has statutory authority under chapter 184, Hawaii Revised Statutes, and possesses the ability, resources, and expertise to operate, maintain, and improve state parks.

Expresses concern that the County of Hawaii currently faces difficulties that limit its ability to assume additional park management responsibilities.

Identifies potential for the two recreation areas to generate revenue for the State through user fees and public-private partnerships, particularly if a proposed Public Land Development Corporation is established under Senate Bill No. 1555.

Directs certified copies be sent to the Governor, Mayor of the County of Hawaii, Chairperson of the Hawaii County Council, and Chairperson of the Board of Land and Natural Resources.
