Urges the State Hazard Mitigation Forum to study measures to mitigate risks associated with flood hazards in Hawaii.

Requests the forum explore funding options to address recurring flooding problems affecting multiple islands, including Oahu, Kauai, and various watersheds and streams.

Directs the State Hazard Mitigation Forum to report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Identifies specific flood incidents in Waianae Valley (Puuhulu Stream), Lualualei Watershed, Ewa (Honouliuli Stream), windward Oahu (Waiahole Stream), north shore Oahu (Kaukonahua, Paukauila, Opaeula, and Helemano Streams), and Kauai (Hanalei River) that caused property damage and erosion.

Requires certified copies be transmitted to the Adjutant General and Chairperson of the Board of Land and Natural Resources.
