Requests the Department of Hawaiian Home Lands provide data on homestead awards from 2000-2010, including numbers of residential, pastoral, agricultural, and aquacultural homestead awards broken down by year and type (vacant improved lots, improved homes, self-help homes, undivided interests).

Requires reporting on annual funds expended to improve lots with infrastructure and breakdown of funding sources (general, special, trust, federal) by homestead type, including utility costs and homes built under turn-key, self-help, and owner-builder strategies.

Directs the Department of Hawaiian Home Lands to submit the requested data to the Legislature no later than twenty days before the 2012 Regular Session.

Expresses concerns about the Department's failure to adequately fund homestead programs despite a 1978 constitutional amendment requiring sufficient appropriations, with nearly 1,731 persons waiting over thirty years for homesteads as of June 2008.

Documents criticism of the Hawaiian Homes Commission's decision to lease trust lands (Kealakehe and Panaewa parcels) for commercial and industrial development rather than homesteading, despite thousands of applicants on waiting lists.
