S.R. 12 - State Health Planning and Development Agency

• Establishes a Senate Special Committee on Accountability to investigate the State Health Planning and Development Agency (SHPDA) Administrator's compliance with state laws and constitutional duties.

• Committee authorized to hold public meetings and hearings, issue subpoenas, administer oaths, and submit findings to the Legislature no later than 20 days before the 2012 Regular Session convenes.

• Investigation addresses allegations including Sunshine Law violations, failure to publish the Annual Health Care Utilization Report since 2007, and neglect of Subarea Health Planning Councils that have lost membership and stopped meeting.

• Committee granted full investigative powers under Chapter 21, Hawaii Revised Statutes, including authority to subpoena witnesses and documents, determine hearing procedures, and report contempt citations.

• Certified copies to be transmitted to the Governor, Senate President, Director of Health, Attorney General, State Ethics Commissioner, and Auditor.
