Urges the Department of Land and Natural Resources (DLNR) and City and County of Honolulu to reach a final determination regarding ownership and jurisdiction of an unimproved section of Kaimakani Street (TMK: 1-9-9-05, 28, 29, and 68).

Requires consideration of Act 288 (Session Laws of Hawaii 1993) and Honolulu City Council Resolution No. 93-287 in resolving the ownership dispute.

Directs DLNR and City and County of Honolulu to establish an agreement on ongoing maintenance and repair of Kaimakani Street regardless of final ownership determination.

Requires DLNR to submit findings and recommendations on ownership, jurisdiction, and maintenance to the Legislature no later than 30 days before the 2012 Regular Session convenes.

Directs certified copies be sent to the Board of Land and Natural Resources Chairperson and Honolulu's Mayor and City Council Chair.
