• Requests the University of Hawaii Sea Grant College Program to review and analyze potential effects of climate change on Hawaii's coastal and marine resources

• Requires the review to address scientific facts about climate change in Hawaii, environmental impacts on resources and human health in short/medium/long-term timeframes, and policy framework guidelines for state adaptation

• Mandates submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes

• Directs certified copies be sent to the University of Hawaii Board of Regents Chairperson, University President, Sea Grant Program Director, and Center for Island Climate Adaptation and Policy Director
