Urges the U.S. Congress to propose a constitutional amendment providing that corporations are not persons under United States law or its jurisdictional subdivisions.

Objects to the 1886 Santa Clara v. Southern Pacific Railroad decision and the 2010 Citizens United v. Federal Election Commission decision, which granted corporations constitutional protections intended for individuals.

Argues that the Citizens United decision eliminated restrictions on corporate spending in elections and undermined over a century of precedent against corporate campaign contributions dating to the Tillman Act of 1907.

Contends that corporations are legal creations of government that do not vote, should not be treated as persons in election contexts, and that corporate interests often conflict with individual rights and democratic governance.

Requires certified copies of the resolution to be transmitted to the U.S. Senate Majority Leader, Speaker of the House, and Hawaii's congressional delegation.
