Department of Transportation, with assistance from the Oahu Metropolitan Planning Organization, is requested to conduct a feasibility study on using Kolekole Pass Road as an alternative route to the Leeward Coast of Oahu.

Study must determine logistical challenges of opening Kolekole Pass Road to permanent civilian traffic and review jurisdictional issues requiring resolution.

Study must identify conditions necessary under agreements with the United States Navy and United States Army for civilian use of the federally-owned road.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convening.

Certified copies of the resolution are to be transmitted to transportation officials and United States military commanders.
