Requests the City and County of Honolulu assess maximum fines and issue liens when a property owner is cited for at least three violations over a five-year period within a one-mile radius.

Requires the Corporation Counsel to settle such cases considering the egregious nature of violations and the maximum fines assessed by the Department of Planning and Permitting.

Applies specifically when a person or legal entity owns at least five properties that incur three violations within a one-mile radius during a five-year period.

Directs transmission of the resolution to the Mayor of Honolulu, City Council members, and community organizations including the Kahala Community Association and Waialae-Kahala Neighborhood Board No. 3.
