Urges members of the United States Congress to propose the Parental Rights Amendment to the states for ratification.

Proposes constitutional amendment declaring the liberty of parents to direct the upbringing and education of their children as a fundamental right.

Establishes that neither the United States nor any state shall infringe upon parental rights without demonstrating a governmental interest of the highest order.

Prohibits international law or treaties from superseding, modifying, or interpreting the parental rights guaranteed by the proposed amendment.

Directs transmission of certified copies of the resolution to the U.S. Congress and the legislative bodies of all states.
