Urges the U.S. Department of the Interior and Congress to provide additional federal aid to Hawaii for state services provided to migrants from the Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau.

Documents that Hawaii spent $101,163,113 in state funds in 2007 on services for Compact of Free Association migrants, including $53.6 million for education, $37.1 million for human services, and $6.8 million for health services.

Urges Congress to amend the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make Compact of Free Association migrants eligible for federally funded financial and medical assistance instead of requiring state funds.

Requests the Department of the Interior establish dialysis and chemotherapy centers in Micronesia and all Compact of Free Association areas to reduce the need for migrants to travel to Hawaii for treatment.

Directs transmission of this resolution to the President, Secretary of the Interior, members of Congress, Hawaii's Congressional Delegation, and state agency directors.
