Requests the Republic of Turkey to uphold and safeguard religious and human rights without compromise.

Requests Turkey to cease discrimination against the Ecumenical Patriarchate, grant it appropriate ecumenical recognition, and recognize its right to train clergy of all nationalities.

Requests Turkey to respect the property rights, human rights, and religious rights of the Ecumenical Patriarchate, which has been denied legal entity status and had its Theological School on Halki Island closed since 1971.

Directs that certified copies be transmitted to the President of the United States, the U.S. Ambassador to Turkey, the Turkish Ambassador to the United States, and Hawaii's congressional delegation.
