Requests the State Auditor to conduct an impact assessment of proposed mandatory health insurance coverage for crisis substance abuse and alcohol treatment under Senate Bill No. 731, S.D. 1.

Requires assessment of social and financial effects of the proposed mandated coverage in accordance with Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012.

Proposes coverage for individual and group counseling for substance abuse and alcohol treatment lasting thirty to sixty days for patients with known substance abuse problems.

Requires certified copies be transmitted to the President of the Senate, Speaker of the House, Auditor, Insurance Commissioner, and all state health insurance issuers.
