Requests the Department of Public Safety to review statutory provisions relating to sentences of imprisonment and implement an earned time program for inmates sentenced to longer than one year who complete recommended programming.

Requires the earned time program to include objective standards measuring progress in work/vocational training, social adjustment, counseling participation, therapeutic programs, and education or literacy programs.

Mandates procedures for evaluating, recording, certifying, and awarding earned time credits that reduce an inmate's maximum sentence upon successful rehabilitation progress.

Requires annual review of each committed person's performance to grant, withhold, withdraw, or restore earned time credits from their maximum term of imprisonment.

Directs the Department of Public Safety to make program standards and credit equivalencies available in writing to eligible inmates and report to the Legislature by twenty days before the 2012 Regular Session convenes.
