Urges county liquor commissions to provide relief to alcohol licensees serving large public facilities (Waikiki Shell, Neal S. Blaisdell Center, Aloha Stadium) for violations of serving alcohol to minors through administrative rule changes and penalty mitigations.

Acknowledges that irresponsible adults purchase multiple beverages for distribution to minors at large public events, creating liability issues for licensees under Hawaii Revised Statutes section 281-78(b).

Notes that the good faith defense available under HRS 281-78(b)(1) is impracticable at large events with thousands of attendees where licensees do not directly sell to minors.

Requests the Honolulu Liquor Commission identify relief measures and conditions on behalf of all county liquor commissions statewide and submit findings and recommendations to the Legislature by twenty days prior to the 2012 Regular Session.

Directs certified copies be transmitted to the Honolulu Liquor Commission and liquor commissions of Hawaii, Kauai, and Maui counties.
