Identifies the 2011 APEC Leaders' Meeting in Honolulu (November 12-13, 2011) as an opportunity to enhance the World Trade Center and attract new investors.

Requires coordination of World Trade Center enhancement with the Honolulu Rail Transit twenty-mile elevated rail line project.

Directs certified copies be sent to the Director of Business, Economic Development, and Tourism; Director of Transportation; Mayor of Honolulu; and Hawaii Tourism Authority.
