Urges the Superintendent of Education to install renewable energy facilities, such as photovoltaic arrays, on public school premises as feasible and expeditiously.

Encourages the Department of Education to consider leasing school premises to power producers and entering into power purchase agreements for electricity at fixed rates.

Requests the Department of Education submit a report to the Legislature by twenty days prior to the 2012 Regular Session detailing the feasibility of installing renewable energy facilities on DOE properties and listing schools where installation would be most practicable.

Identifies Hawaii's $9 billion annual fossil fuel imports and 90 percent energy import dependence as key reasons for pursuing renewable energy in state facilities, particularly schools that consume most energy during peak solar and wind availability hours.
