Identifies Hawaii agriculture businesses as qualifying small businesses under section 103D-901 and eligible for bid solicitation preferences under the Hawaii Public Procurement Code.

States that aggressive implementation of existing procurement preferences will provide reliable markets for Hawaii agricultural businesses and increase local food production and availability.

Requires certified copies be transmitted to the Governor, Chairperson of the Board of Agriculture, and State Procurement Office Administrator, who must distribute to all Chief Procurement Officers.
