Director of Health is requested to convene a Legislative Noise Pollution Task Force to review best practices from other states in reducing noise pollution.

Task Force composition includes representatives from the Department of Health, Honolulu Police Department, Honolulu Liquor Commission, Public Utilities Commission, eight specified Oahu neighborhood boards, and legislators from urban communities with high noise complaints.

Task Force will focus on noise pollution issues from motorcycle and moped mufflers, trash disposal vehicles, and audio equipment in passenger vehicles.

Legislative Reference Bureau is requested to assist the Task Force in drafting legislation based on the Task Force's findings and recommendations.

Task Force must report its findings and recommendations to the Legislature no later than twenty days before the start of the 2012 Regular Session.
