Requests state and City and County of Honolulu departments and agencies to designate government parking lots for homeless persons who own vehicles and sleep in them, available between 10 p.m. and 6 a.m.

Specifically designates Department of Education parking structure at Vineyard Boulevard and Punchbowl Street and Aloha Stadium parking lots for this use during specified nighttime hours.

Requires the State and City and County of Honolulu to provide toilet facilities and security at designated sites between 10 p.m. and 6 a.m.

Notes that Hawaii had 15,604 homeless persons statewide and 11,101 on Oahu in 2010, with many sleeping in their vehicles due to lack of affordable housing.
