Notes that vermicast (worm castings) serves as a plant growth enhancer and can be sold at school fundraisers, with one school generating approximately 450 pounds annually.

References successful vermicomposting programs already implemented at schools including Maemae Elementary, Webling Elementary, Waianae High School, and University Laboratory School.

Directs the Superintendent of Education to transmit copies to each Hawaii public school principal and the Board of Agriculture Chairperson.
