Ka Haka 'Ula O Ke'elikolani College of Hawaiian Language must prepare a plan for developing a Hawaiian language university-within-a-university at the University of Hawai'i at Hilo by August 31, 2011.

The plan must address mission, governance and administration, curriculum and degrees, facilities and technology requirements, financial resources, implementation timetable, and other relevant issues.

Puko'a Council must convene a formal symposium including representatives from all Hawaiian studies programs across the University of Hawai'i System to develop a response to the plan.

The President of the University of Hawai'i System and Puko'a Council must report their response to the plan and implementation issues to the Legislature and Governor no later than twenty days prior to the 2012 Regular Session.

The resolution recognizes the progress of Hawaiian language education from the 1986 removal of legal barriers through the 2010 awarding of the first doctorate degree taught entirely through Hawaiian.
