Urges the Department of Transportation to require food vendors and concessionaires on state property to sell Hawaii products as defined under Hawaii Revised Statutes section 103D-1001.

Defines Hawaii products as those mined, excavated, produced, manufactured, raised, or grown in Hawaii where input constitutes at least 50% of the manufactured cost.

References Hawaii 2050 Sustainability Plan priority to increase production and consumption of local foods and agricultural products to reduce dependence on external sources.

Directs the Department of Transportation to include these requirements in negotiations for newsstand and concession contracts at state airports and commercial harbors.

Requires certified copies be transmitted to the Governor and Director of Transportation.
