S.R. No. 63 - Senate Resolution Summary

• Request the Department of Transportation to convene a working group to study the feasibility of implementing vehicular immobilization as a penalty for driving under the influence of alcohol convictions during license revocation periods.

• Working group membership to consist of federal, state, and county agency representatives and community entities that participated in developing the Hawaii Strategic Highway Safety Plan 2007-2012.

• Working group to study seven specific issues including types of immobilization devices, other jurisdictions' experiences, case law precedents, enforcement procedures, liability and appeals processes, implementation costs, and other relevant matters.

• Department of Transportation to report findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

• Certified copies of the resolution to be transmitted to the Transportation Director, Attorney General, all county prosecuting attorneys and police chiefs, and the Impaired Driving Emphasis Area Chairperson.
