Requests the Department of Public Safety to provide security at Hawaii State Hospital beginning September 1, 2011, under section 26-14.6 of Hawaii Revised Statutes.

Cites security concerns including an average of six escapes per year, numerous staff assaults, and a December 2009 escape of a forensic patient committed in 2002 for kidnapping and sexual assault who remained uncaptured over one year later.

Directs the Department of Health to advise the Department of Public Safety on appropriate security levels needed at the facility.

Requires the Director of Health, in collaboration with the Director of Public Safety, to submit a comprehensive report to the Legislature at least 20 days before the 2012 Regular Session detailing security plans, strategies, and a timetable for the facility.

Requires the report to address the State's increasing and aging forensic population at Hawaii State Hospital, including facility needs, capacity issues, and alternative off-site options.
