Requests the Department of Public Safety to convene a task force to explore the feasibility of opening a wellness center focusing on community reentry programs near Hilo International Airport.

Task force composition includes the Director of Public Safety (or designee), Chairperson of the Hawaiian Homes Commission (or designee), representatives from the Keaukaha Pana'ewa Farmers Association and Keaukaha Community Association, Inc., and other vested stakeholders.

Task force must address the need for additional facilities to support returning Hawaii inmates from Mainland correctional facilities and reducing the practice of exporting inmates off-island.

Department of Public Safety must submit a report to the Legislature no later than twenty days before the 2012 Regular Session convening, including descriptions of existing community-based reentry programs, program criteria, current inmate participation numbers, expansion issues, and a work plan.

Resolution cites concerns that sending inmates to the Mainland separates them from families, increases costs, and reduces rehabilitation success and recidivism rates compared to in-state reentry programs.
