Urges the University of Hawaii College of Tropical Agriculture and Human Resources, through its Cooperative Extension Service, to develop a coordinated plan to assist home gardeners in forming community-based, home organic produce cooperatives.

Plan should have assistance from the Department of Agriculture and the Department of Business, Economic Development, and Tourism.

Cooperative goals include educating home gardeners about growing organic produce, assisting with marketing surplus produce, and advising on matters related to selling organic produce to the general public.

Requests University of Hawaii to submit a progress report on the plan no later than twenty days before the 2012 Regular Session convenes.

Directs certified copies of the resolution be sent to the University of Hawaii President, the College Dean, the Board of Agriculture Chairperson, the Business, Economic Development, and Tourism Director, and the Makiki Neighborhood Board Chairperson.
