Requests the Department of Education, Department of Land and Natural Resources, and county planning departments to compile a report listing all abandoned, underutilized, unused, or unoccupied properties under their jurisdiction that could be suitable for educational, recreational, health, or human services programs.

Specifies that the report include properties facing potential closure or consolidation, such as public schools with declining enrollment, and must detail location, tax map key, zoning, land classification, ownership, current use status, building descriptions and photographs, and suitability for community service programs.

Requires reports from the Department of Education, Department of Land and Natural Resources, and planning departments of Honolulu, Hawaii County, Kauai County, and Maui County to be submitted to the Senate Committee on Human Services and House Committees on Human Services and Housing no later than 20 days before the 2012 Regular Session.

Addresses the inefficiency of government properties being underutilized while private community service providers lack affordable venues, citing the example of the University of Hawai'i paying $5,000 monthly to rent a condominium while a 4,500 square foot mansion remains largely unoccupied.
