Requests the Hawaii Judiciary to report on the use and extent of Judiciary boards and associated public participation in relation to proposed Sunshine Law amendments from Senate Bill No. 130 (2011).

Directs the Judiciary to identify all boards that currently exist or existed since January 1, 2001, and document the number of meetings held by each board.

Requires information on public participation levels including non-judiciary layperson membership, whether boards provide public notice and agendas, and if the public can submit data or oral testimony.

Directs the Judiciary to explain, for each board that excludes the public, who typically participates in meetings and the reasons for excluding public participation.

Requires the Judiciary to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.
