Encourages the State Attorney General and state and county law enforcement agencies to adopt new eyewitness identification procedures to reduce erroneous identifications in criminal investigations.

Recommends using blind or blinded administrators for lineups, instructing witnesses that suspects may not be present, and using sequential or simultaneous presentation methods with random ordering of photos or persons.

Requires lineups to include at least five fillers in photo lineups and at least four fillers in live lineups, with fillers matching the suspect's description and ensuring the suspect does not stand out.

Mandates comprehensive written records of identification procedures documenting results, witness confidence levels in their own words, names of persons present, dates/times, and visual recordings or photographs of lineups.

Directs certified copies be sent to the Governor, Attorney General, and mayors, police chiefs, and prosecuting attorneys in Honolulu, Kauai, Maui, and Hawaii counties.
