Opposes proposed 50 percent budget cuts to the Community Services Block Grant program by the President of the United States and members of Congress.

Notes that Hawaii's four community action agencies employ over 800 individuals and serve 63,776 individuals in 38,817 low-income families, generating nearly $47 million in local funds ($10.92 in local funds for every federal dollar invested).

States the Community Services Block Grant program is the only federal program exclusively focused on reducing poverty and has helped over 20 million individuals nationally, including nearly 5 million children and over 2 million elderly.

Directs transmission of certified copies to the President of the United States, Congressional leadership, and Hawaii's Congressional delegation.
