Department of Public Safety and Department of Accounting and General Services are requested to study the feasibility of establishing a public-private correctional partnership for constructing and operating prisons in Hawaii to house inmates currently incarcerated on the mainland and close aging state facilities

Departments are requested to identify specific locations for new prison sites and hold at least one public hearing in each affected community before designating any site as a potential prison location

Departments are requested to jointly produce a detailed report comparing estimated costs of a publicly financed and operated prison with a public-private project, including construction costs, annual debt service, and annual operating costs

Departments are requested to jointly submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2012

Certified copies of the resolution are to be transmitted to the Governor, Director of Public Safety, and Comptroller
