Request the Department of Transportation and City and County of Honolulu Department of Transportation Services to create a one-year pilot project to study and reduce morning traffic congestion on Meheula Parkway from Mililani Mauka to the H-2 Freeway southbound.

Pilot project should identify causes of congestion and implement solutions, including consideration of "no left turn" signs during morning peak traffic from Meheula Parkway going northbound to Wahiawa.

Department of Transportation must schedule and hold community informational briefings during the pilot project.

Department of Transportation must report pilot project findings and recommendations to the Legislature no later than twenty days prior to the Regular Session of 2013.

Certified copies of the resolution to be transmitted to the Director of Transportation and Director of the Department of Transportation Services of the City and County of Honolulu.
