Requests the Department of Taxation to conduct a study on establishing a vermicomposting income tax credit for Hawaii taxpayers.

Directs the Department of Health and Department of Agriculture to assist the Department of Taxation in conducting the study.

Cites that 50,000 tons of food waste is generated on Oahu annually, and vermicomposting is identified as an efficient, cost-effective, and environmentally-friendly waste disposal method.

Notes that if 5,000 households diverted food waste to vermicomposting instead of disposal, 520 tons of waste could be removed from Hawaii's wastestream annually.

Requires the Department of Taxation to report its findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2012 Regular Session.
