Directs the energy resources coordinator to establish a government-industry consortium to develop and demonstrate renewable energy technologies, including space solar power, integrated solar energy systems, and green fuel generation in Hawaii.

Requires the consortium to seek federal and private industry funding for renewable energy research and provide funding to qualified small business ventures working in partnership with universities and corporations.

Mandates the University of Hawaii develop new curricula for sustainable energy economics and systems to educate the next generation of researchers, engineers, and technicians.

Appropriates $1,000,000 for fiscal year 2011-2012 and $2,000,000 for fiscal year 2012-2013 to the Department of Business, Economic Development, and Tourism for consortium operations.

Requires the energy resources coordinator to submit an annual report on the consortium's findings and progress to the legislature no later than 20 days before each regular session convenes.
