Establishes a clean energy special account within the energy security special fund to finance qualified clean economy projects and reduce Hawaii's dependence on imported energy.

Specifies that funded projects may include renewable energy, energy efficiency, and other clean economy initiatives, with employees and contractors requiring appropriate knowledge and experience in clean technology evaluation.

Requires protection of proprietary information and confidential technology received from clean economy project entities or companies.

Requires the Director of Business, Economic Development, and Tourism to include information on clean economy project activities and effectiveness in the Energy Resource Coordinator's annual legislative report, rather than issuing a separate report.
