Requires the auditor to conduct a management and financial audit of out-of-state offices at least every two years beginning July 1, 2011, with costs reimbursed by the department.

Mandates the auditor submit audit reports with recommendations to the legislature no later than twenty days before the convening of the regular session following each audit.

Repeals exemptions from state laws relating to audit and accounting, compensation, and real property acquisition for out-of-state offices, subjecting them to greater oversight.

Requires the auditor to conduct an initial audit and report findings to the legislature no later than twenty days before the convening of the 2012 regular session.
