Authorizes the Board of Education to enter into arrangements or contracts approved by the Governor with affiliates of the Friends of the Library of Hawaii to obtain use of their books, property, and income to support the Hawaii State Public Library System

Permits head librarians of library branches, with State Librarian approval, to allow Friends of the Library of Hawaii affiliates to use state library facilities and grounds for their activities

Requires Friends of the Library of Hawaii, its affiliates, and nonprofit organizations using state library facilities for fundraising to deposit net proceeds into federally insured financial institution accounts and submit annual financial statements to the State Librarian

Mandates organizations maintain accurate records of fundraising activities for at least five years and allows the State Librarian to revoke licenses or permits after ten days notice for noncompliance with requirements

Authorizes the Board of Education to adopt rules necessary to implement provisions relating to library fundraising activities and public-private partnerships supporting the state library system
