Increases liquor tax rates effective July 1, 2011, including distilled spirits from $5.98 to $8.97 per wine gallon, sparkling wine from $2.12 to $3.18 per wine gallon, still wine from $1.38 to $2.07 per wine gallon, beer from $0.93 to $1.40 per wine gallon, and draft beer from $0.54 to $0.81 per wine gallon.

Establishes a new "Healthy Hawaii fee" on sugary beverages sold in deposit beverage containers, effective July 1, 2011, at 10 cents per container of 12 fluid ounces or less and 25 cents per container larger than 12 fluid ounces.

Defines "sugary beverage" to include sodas, juices, sports drinks, energy drinks, and sweetened beverages with more than a specified sugar content, excluding milk, milk products, and infant formula.

Requires deposit beverage distributors to pay the sugary beverage fee to the Department of Health and charge dealers and consumers the fee at point of sale, with fees deposited into the state general fund.

Prohibits counties from imposing similar assessments or fees on deposit beverage containers for the same purpose.
