Amends section 205-4.5, Hawaii Revised Statutes to permit roadside stands for the sale of agricultural products grown in the same county, provided that at least 10 percent of the products are grown on the premises.

Expands the permitted use of roadside agricultural product sales to include lands classified as soil productivity rating class C, D, or E (in addition to the existing class A and B lands).

Makes roadside sale of agricultural products a permitted use throughout agricultural districts regardless of soil productivity classification, as long as the county-of-origin and 10 percent on-premises cultivation requirements are met.

Contains minor technical corrections, including changing "section" to "paragraph" in the agricultural education programs definition and correcting verb agreement in the biofuels processing facilities section.

Takes effect upon approval of the act.
