Amends Section 13 of Act 380, Session Laws of Hawaii 1997 to remove a sunset provision that prohibited new safe harbor agreements, habitat conservation plans, and incidental take licenses after July 1, 2012.

Eliminates the expiration date restriction on using these conservation mechanisms under Hawaii Revised Statutes sections 195D-4, 195D-21, and 195D-22.

Allows the state to continue approving and issuing safe harbor agreements, habitat conservation plans, and incidental take licenses for protecting threatened and endangered species without a sunset deadline.

Takes effect upon approval.
