Adds definition of "Commission" to mean the legacy land conservation commission in Hawaii Revised Statutes Section 173A-2.

Allows the Chairperson of the Natural Area Reserves System Commission to designate a representative from that commission to serve as an ex officio voting member of the Legacy Land Conservation Commission, instead of the chairperson automatically serving.

Authorizes the nine members of the Legacy Land Conservation Commission to elect their own chairperson, rather than having the chairperson position automatically held by the Natural Area Reserves System Commission chairperson.

Maintains commission composition requirements: four members with scientific qualifications in biology/natural sciences, plus one member each from environmental organizations, land conservation organizations, agricultural associations, and one knowledgeable about native Hawaiian culture.

Takes effect upon approval.
